New Keystone Opportunity Expansion Zone Approved
The Commonwealth of Pennsylvania Department of Community & Economic Development (DCED) Secretary George Cornelius approved an additional 350 acres of KOEZ designation in the Valley View Business Park Phase II. The approval was just one of a limited number of sites selected across the state of Pennsylvania.

The Scranton Lackawanna Industrial Building Company (SLIBCO) was granted a new KOEZ, based on the success of the Jessup Small Business Center and Valley View Business Park. These sites currently house 14 developed sites with 8 companies employing over 1,100 and $102 million of investment.

The Valley View Business Park is located off of Route 247 in Jessup and extends through Archbald borough along U.S. Route 6. The newly designated 350 acres of KOEZ land is comprised of 166 acres within Jessup borough and 184 acres within Archbald borough. The park is a total of 560 acres that SLIBCO currently has under development, which will result in 26 new sites at a cost of $42 million. Companies that locate at these sites will be granted tax abatements on virtually all state and local taxes until 2020. Approximately 5,000 jobs will be created because of SLIBCO’s investment and the KOEZ program.

Approvals were given by Jessup and Archbald boroughs, Valley View School District and Lackawanna County to designate the site KOEZ. “The future economic success of our region depends on the collaboration of public/private partnerships,” stated Austin J. Burke, president of The Greater Scranton Chamber of Commerce. “The creation of new KOEZ sites and the support received from participating communities is an example of community leadership moving into the future with a unified vision.”

"Keystone Opportunity Zones embody the Pennsylvania spirit by establishing a strong partnership between state and local government jurisdictions," stated George Cornelius, DCED Secretary.
